Regional Approach: Speculations and Realities

The idea of making greater use of regional arrangements has been revisited at the United Nations in the 1990s with the publication of an Agenda for Peace which received renewed attention with the international debate that accompanied NATO intervention in Kosovo, not authorized by the Security Council. During the debate on the NATO intervention, African experiences were not mentioned as precedents, which may have been a sign of the pervasive lack of attention paid to events in Africa. The objective of this chapter is to discuss the regional approach in the West African context. It is argued that except for some mentions of the concept, this doctrine does not yet exist. Furthermore, in West Africa, the rivalry between “Anglophone” and “Francophone” countries, the external reliance on foreign support, and the institutional weaknesses of the countries constitute challenges to that seemingly attractive approach.
